We should have ONE GRAND plan, with all of the money distributed to it, to figuring out how to travel to the nearest solar systems and see if there are analog matches to Earth. If we allocated 1 trillion dollars to this one effort, yes it is expensive, but it would be over a 50 year timeframe for example, and among the results would be an ability to travel at some percentage of light, even if a few percent, which would allow us for SURE as a species to survive any impacts of asteroids and comets, etc., or famine and worldwide climate change. It would also allow us to react quickly to threats, and finally and probably most fantastical, prepare us for any alien invasion of threats, as in my outlook part of the $1 trillion would be to use as advanced space-faring military weaponry. Sounds far-fetched I know, but the time will come where the entire world will need to unite to avert disaster, whether man-made or alien made.
